Principal Engineering Technician (Finance)
The County of Riverside Transportation Department has an opening for a Principal Engineering Technician who will be assigned to the County Surveyor Division in Riverside. The current openings will be assigned to the field unit throughout Riverside but may rotate to the office in the future.
For the Field the incumbent in this position will perform a variety of professional tasks as a field Party Chief that include but are not limited to the following: supervision of preliminary boundary, design, topographic, GPS, Geodetic, right-of-way, photogrammetric, construction surveys and process deliverables including field notes. The incumbent will also reduce and analyze field observations, be familiar with opening and editing CADD data, computing horizontal and vertical alignments, computing cut sheets for construction staking, and performing land records research for various capital improvement projects.
This position is a supervisory position and will include the evaluation of subordinate staff and will be in charge of running a 2-3-person survey crew on various jobs located throughout the County. In the Office setting the incumbent in this position will perform a variety of professional tasks that include, but are not limited to the following: supervision of map preparation, map checking (Parcel Map, Tract Map, and Records of Survey), corner record checking, minor land case review (Parcel Mergers, Lot Line Adjustments, and Certificates of Compliance), boundary analysis, researching historical and official records, CADD drafting, reducing/analyzing field data, computing horizontal alignments, creating 3-D surface models from survey points, processing drone data, preparing plats and exhibits, writing and reviewing legal descriptions for land acquisitions, customer service, assist customers at our public research counter, and provide resolution to boundary issues and discrepancies. This position is a supervisory position and will include the evaluation of subordinate staff.
The department seeks applicants with thorough knowledge of local surveying principles as outlined in the California Professional Land Surveyor's Act and ability to perform complex field and office surveying work. The most competitive candidates will be those with demonstrated ability to effectively lead and supervise staff in dynamic and difficult situations, desire to develop and train crew members, and strong intrapersonal skills to communicate with other County staff and contractors. Candidates with experience in Civil 3D and MicroStation drafting platforms are highly preferred.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Supervise, review, analyze, and integrate the work of technical staff.
• Consult with project coordinators or requesting agencies to define project scope, priorities and deadlines.
• Solve difficult technical and scheduling problems.
• Select and adapt plans, techniques, designs, or layouts for projects; develop cost estimates and scheduling for various projects; monitor quality and progress.
• Coordinate the development, maintenance and implementation of new and/or computerized applications; compile and review field notes, write project status reports, standards, procedures, and analysis summaries.
• Serve as liaison with users and clients to explain system, resolve problems and define needs.
• Analyze technical engineering data and prepare reports and recommendations.
• Review information submitted by outside agencies for accuracy and compliance with County standards.
• Participate in the selection and training of subordinate staff; evaluate the work of staff and resolve problems or recommend corrective disciplinary actions; assign work to subordinate staff based upon technical qualifications.
• Perform the most complex duties requiring extensive and thorough technical proficiency.
• Has direct supervision of a survey crew or small survey office staff as a survey party chief.
• Supervise and participate in the operation of a field survey crew engaged in a variety of preliminary, location, construction, geodetic property, photogrammetric, elevation, and topographic surveys.
• Operate and maintain survey instruments such as Global Positioning Equipment, levels, and electronic measuring devices in determining lines, angles, distances, and elevations.
• Contact contractors, inspectors and the public as required by the work; expedite the work of the crew by gathering and recording field data and by translating engineering plans and specifications into lines and grades for construction purposes.
• Supervise and participate in the preparation and checking of legal descriptions, land division maps, records of survey, corner records, and right-of-way maps.
• Interpret complex survey data, maps, deed, and title information; analyze and resolve discrepancies and refer more complex or sensitive issues to higher authorities.
MINIMUM QUALIFICATIONS
OPTION I
Experience: Five years of increasingly technical and responsible sub-professional engineering or land surveying experience, including at least one year at a level comparable to Senior Engineering Technician with Riverside County. (College level courses in civil engineering or closely related subjects such as surveying, soils mechanics, photogrammetry, mathematics, or hydrology may substitute for up to three years of the non-specialized required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering, civil engineering, or a closely related field.
Experience: One year as a Senior Engineering Technician on a field survey crew.
OPTION III
Certificate: Valid certificate of registration as an Engineer-in-Training or Land Surveyor-in-Training issued by the California State Board of Registration for Professional engineers and three years of sub-professional engineering experience.
Other Requirements
License/Certificate: Possession of a valid California Driver's License is required.
Physical Requirements: This position requires field work that involves lifting, carrying, and operating survey equipment often on uneven terrain. Field inspections performed alongside highways, roadways, construction sites and other capital improvement project environments for the Transportation Department. Knowledge of: Civil engineering plans, maps and specifications; survey principles, problems, techniques, and practices; engineering mathematics of above average difficulty; the elements of civil engineering design; construction terminology, methods and practices; computer aided design and drafting as applied to civil engineering work; technical report writing; the principles of personnel supervision and employee training.
Ability to: Examine, analyze and process engineering data; perform survey field work; compile complex written technical reports involving mathematical computations; establish and maintain cooperative relations with representatives of departments and agencies; represent the department at meetings with other departments, agencies or the public; plan, organize, and supervise the work of subordinate personnel.

VACATION ACCRUAL (Bi-Weekly Accrual):

Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
