Corporate Payroll Manager (Finance)

Job Summary
Manage payroll operations for CITGO and all related entities to ensure timeliness, accuracy, and compliance with government regulations for wage and tax payments. Responsible for maintaining payroll related records, filing payroll tax related reporting and ensuring that other deductions are compliant with regulations, laws and CITGO policy and procedures. Performs complex analyses of payroll details, manages payroll discrepancies identified through to resolution. Manage corporate payroll team and provide guidance or direction to all field payroll locations, Human Resources, Benefits, and other departments to ensure timely and accurate processing of the bi-weekly, semi-monthly, monthly, annual and special payrolls for CITGO and its related entities. Implement new payroll processing and accounting procedures, as needed, while ensuring compliance with relevant federal, state, and local payroll wage laws, best practices, and internal policies. Direct research and responses to questions related to payroll or payroll accounting entries from various departments. Facilitates the employee transfer from Hourly to Salaried. Plans and delegates assignments, provides training, facilitates interaction with other departments, establishes goals and objectives and sets performance criteria. Recruits, interviews, hires, and train new staff in the department
Minimum Qualifications
Bachelor's degree in Accounting, Business Administration, Human Resources or related field and 8 years Payroll related experience.
- Extensive knowledge of payroll function including preparation, balancing, internal controls, and payroll taxes.
- General accounting experience required with ability to complete account reconciliations.
- Excellent time management and organizational skills.
- Strong supervisory and leadership skills.
- Strong analytical and problem-solving skills.
- Proficient in Microsoft Excel and PowerPoint with ability to use pivot tables, graphs, macros, and complex formulas.
- Demonstrated knowledge of full-cycle payroll processing.
- Professional verbal and written communication skills with ability to communicate with various levels of management.
- Ability to work under tight deadlines.
- The capability to innovate and the ability to update skills as technology evolves.
Job Duties
Design, implement and maintain payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Manage process of ensuring accurate and timely processing of payroll updates, including new hires, terminations, and change in pay rates. Manage and direct the processing of all payroll runs to ensure that proper dollars are disbursed, vouchered and reconciled. Manage implementation of new payroll processes and accounting procedures to accommodate changes in CITGO benefits, federal, state, and local Laws, and company structure. Direct year end payroll closing process to ensure completion of all payroll entries, remittances, and reporting for applicable tax year. Delegate research of issues and resolve escalated items. Respond to payroll related questions from various departments including Tax, IT, Financial Accounting, Human Resources, Legal, internal and external auditors
Collaborate with IT, when needed, to leverage available information technology to further payroll process improvements and to implement leading payroll practices. Coordinate with HR, Legal, AP, Treasury departments, as needed, to assist in standardizing or improving integrated processes with direct impacts on the efficiency of the overall payroll process
Enforce Company policies and control procedures relating to the collection of federal, state and local taxes from both the Company and employees to be compliant with all tax authorities' rules and regulations. Comply with federal, state, and local legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management of action needed. Maintain payroll guidelines by writing and updating payroll department policies and procedures. Conducts review and approval of all of payroll tax, garnishments, and union dues payment remittances and reporting requirements.
Job Duties II
Maintain an effective working relationship with all business partners and payroll customers. Collaborate with all departments concerning payroll from both pay related issues to accounting related issues. Assist departments with budget related items that pertain to payroll. Provide Management with timely information pertaining to data affecting financial and operation reports. Participate in both Internal and External audits and provide responses to any audit findings.
Train, and counsel payroll employees concerning duties, policies, and procedures. Maintain payroll recipient confidence and protect payroll operations by keeping information confidential. Manage employee performance via ongoing feedback and Employee Development Planning. Participate in the merit and performance incentive program planning for the Payroll department. Focus on the recruitment, training, development, promotion, and retention of payroll employees
