Job Summary
This position provides management oversight of the MTF/Guard/Reserve/MSO/VSO Briefing Program supported by the Military and Veteran Services (MVS) team throughout TriWest's area of responsibility. The program supports Department of Defense (DoD) Health Networks/ MTFs in educating beneficiary populations on TRICARE programs and benefits. The incumbent coordinates with six Vice Presidents and their teams to ensure coverage of requested TRICARE briefings with government provided materials as approved by the government's designated authority (GDA). The incumbent will serve as TriWest's subject matter expert on the customer support service hours requirements, and maintain internal communications within TriWest to include Accounting, Contract Administration, and Data Management personnel, and externally with the respective GDA and government representatives throughout the TRICARE West Region. The incumbent will ensure contract requirements are met, and advise senior leaders as needed to optimize the program's quality and efficiency. The incumbent will report to the Deputy Chief of Military and Veteran Services.
Education & Experience
Required:
• Bachelor's degree in Business, Public Health, Health Policy, Health Care Administration, Education, or related field or equivalent work experience
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• Public speaking and presentation experience with teaching and/or delivering presentations
• Significant experience and knowledge within the Military Health System and TRICARE
• 5 + years of program or project management experience involving managing workflows, communications, resources, deadlines and stakeholder relationships
• Experience with MS Office - SharePoint, Excel, PowerPoint, Outlook
Preferred:
• Customer service or related experience in healthcare plans or health insurance programs
• General knowledge of the U.S. military services and cultures
• Extensive experience with MS SharePoint, Excel and/or Salesforce platforms
Key Responsibilities
• Coordinates Beneficiary Education and Services Representative (BESR) operations throughout the TriWest area of responsibility.
• Facilitates processes to report workload, quality metrics, and performance for the program.
• Tracks allocated briefing requests to BESRs, ensuring prompt responses, and improving the overall quality and timeliness of service delivery.
• Facilitates cross-functional communications across referral, beneficiary education, provider network and enrollment departments, championing best practices and continuous improvement efforts.
• Authors organizational policies and departmental procedures as necessary, to ensure compliance and consistency throughout the beneficiary briefing program.
• Prepares and delivers executive level briefings presenting critical departmental statistics, data analysis, process and quality improvements and reporting to executive leadership, shaping strategic decisions that boosts operational efficiency.
• May be required to conduct virtual or in-person briefings during staff shortages or increased demand for services, to include supporting a mobile Service Assistance Team (SAT) that provides TRICARE program information and beneficiary service functions to disaster areas or others deemed necessary.
• Ensures strict adherence to contractual standards and requirements.
• Designs and implements comprehensive onboarding programs for BESR staff.
• Provides direct support and assistance to the MVS VPs and their teams.
• Performs other duties as assigned.
• Regular and reliable attendance is required.

Working Conditions
Working Conditions:
• Must be able to periodically travel, within the TriWest area of responsibility, with overnight stays
• Must be able to lift a minimum of 20 pounds (presentation equipment and marketing/informational materials)
• Must be able to work under time-sensitive deadlines and occasional stressful conditions
